Dr. Cao Guoli began his relationship with the State of Idaho in 1999 while serving as deputy chief economist of Shanghai Yongye Group and vice general manager of Yongye Tech-Investment Co. Ltd. In 2001, Mr. Wu Yonghua helped establish Idaho’s Shanghai-based trade office and served as its official representative. Mr. Wu identified Dr. Cao as the trade office manager of the then part-time office. In 2006, the Shanghai office was expanded from part- to full-time. Dr. Cao was selected as the office’s first full-time trade office manager.

Dr. Cao received his Bachelor’s Degree in Engineering in 1993 from China Petroleum University, his MBA in 1996 from Shanghai University of Finance and Economics and his PhD in Economics in 1999 from Fudan University. Dr. Cao was involved in management consulting, strategic studies and marketing before he joined Shanghai Yongye. He was a member of several well-known companies' advisory boards. He was an Executive Secretary of the 1997 World Management Conference sponsored by the International Federation of Scholarly Association of Management (IFSAM).

He has broad connections with many local and foreign experts and scholars in economics and management.
